The Build Learn Grow Scholarship Program was introduced in April 2021 Just after the COVID-19 outbreak, in order to help provide financial assistance to Indiana families so that their children could receive high-quality early childhood education and after-school care. Ever since the program was found, approximately 16,000 children and their families have enrolled, with over 1,700 service providers benefiting from the increased participation. Indiana hopes to continue supporting disadvantaged scholarship families after the program ends by temporarily increasing Child Care and Development Fund (CCDF) assistance and enticing providers to serve families more broadly with recent Stabilization Grant funding.
Continued Scholarship Support For The Families
The concern of some many individua is that, as the Build, Learn, Grow scholarships program would stop working, hardworking families will be unable to afford high-quality care.
However, to clear this and support families’ ability to continue working and keep their children in school, the Office of Early Childhood and Out-of-School Learning (OECOSL) is providing temporary CCDF eligibility to over 1,500 scholarship families enrolled in participating school-age programs with incomes at or below 85% of state median income.
Local CCDF eligibility offices will review and process the basic application form, which providers should work with eligible families to complete and submit as soon as possible on their behalf. Family members under the age of 13 with siblings are also eligible for CCDF assistance.

The application deadline for school-age/summer scholarships is by August 5 this year. Therefore, you should a pply as soon as possible to avoid coverage gaps in families.
Please keep in mind that the application deadline for early childhood scholarships (Build, Learn, Grow Scholarship) has passed. Currently, CCDF eligibility offices are reviewing submitted applications.
Eligibility Criteria For The Build Learn Grow Scholarship Program 2023
Families must apply through their provider and must meet the following criteria to be eligible for this opportunity:
- Be a current member in the Build, Learn, Grow Scholarship program.
- Participating in a school-age program
- Have a household income that is equal to or less than 85% of the state median income.
Application Process For The Build Learn Grow Scholarship Program 2023
Providers must submit an application on behalf of qualified and interested families using an online form similar to the standard CCDF form.
The application guide outlines the data and information required from providers and families.
However, if providers already have much of the information and required documents needed to complete the application, they must obtain additional pieces of information from families.
The family should expect to learn the status of the application within 10 business days* of the provider submitting it. Upon approval, families will be given a 53-week voucher, and the provider will be notified via the application portal.
Note also that the CCDF eligibility offices are dealing with a high volume of applications. therefore, you should expect a delay in receiving a decision on their voucher request from providers and families.
